Purpose and Regulatory Framework
The energy efficiency certificate is an official document that certifies the building energy performance and classifies it into one of the seven energy classes, from the highest "A" to the lowest "G." It is a crucial indicator of a property's quality and efficiency, not just a formality.
The issuance of these certificates is regulated by the Energy Efficiency Act (EAA) and its related ordinances. These regulations mandate that buildings have a valid certificate in specific cases to encourage reduced energy consumption and environmental protection.
Types of Energy Certificates
Based on their purpose, there are two main types of certificates:

Certificates for Buildings in Use
This certificate is issued for existing buildings during a transaction (sale or rental) or when applying for financing. This certificate shows the building's current energy status and prescribes energy-saving measures (ESM) for improvement.

Certificates for New Buildings in Process of Construction
This type of certificate verifies that a newly constructed building meets all regulatory requirements for energy efficiency before being put into use.
